At any rate, I have no problems with a board owner advertising in up to 5 categories. But even my old Queeny's Obsessions had way more forums than I could ever narrow down to 3. Or perhaps stretched to 4 or 5? There are number of "general" boards - obviously including AG, since I'm bringing this up - that have forums (sometimes all with active discussion) with subjects far more than 3 of the Directory categories. While I understand the point of not being allowed to spam every category (with the excuse you made forums about everything on your board), I think 3 is pretty tight limit. The purpose of Directory is (to promote boards and) help people find boards with certain subject. Now it works for boards that are created around certain subject, but if an occasional visitor checks only the category, he'll miss general boards where the subject is only 4th or 5th biggest, but may still be much talked.
